Buyer's guide

Best compliance management software in India: a 2026 buyer's guide

The right compliance tool depends on what you must track: labour and factory law across many sites, secretarial and SEBI filings, RBI directions, licences, or obligations that come from your own contracts and vendors. This guide sets out what to evaluate and where TeamLease RegTrack, Komrisk, Complinity, Lawrbit, LexComply, Clear Compass and IntelloComply fit, using each vendor's own pages as of 21 October 2026.

What to evaluate in compliance software for India

Six questions separate the shortlist quickly.

  • Applicability, not library size: ask the vendor to build the register for one of your entities and one state, and count how many obligations actually apply, with the Act, section and due date for each.
  • Updates: how many government sources are monitored, how quickly a notification reaches your register, and whether a person approves the change before it alters your obligations.
  • Proof: who uploads evidence, whether a maker-checker or approver step is enforced, whether uploaded proof can be edited or deleted, and what an auditor can see.
  • Scope beyond statute: are obligations from contracts, licences and vendors tracked in the same register, or in separate tools?
  • Sites and entities: how the tool handles many plants, branches and states, and whether it covers the countries your group operates in.
  • Pricing and hosting: per user, per entity or per module; one-time implementation fees; where data is hosted and which certifications are the vendor's own rather than its cloud provider's.

Why the headline count of laws is a weak guide

Indian compliance vendors compete on library size: thousands of Acts and tens of thousands of compliances. The numbers measure different things (Acts, rules, compliances, obligations or forms), are counted at different dates, and sometimes differ between pages of the same vendor's site. A mid-size company tracks a small fraction of any library; what matters is whether the tool finds the obligations that apply to your entities, sites and sector, keeps them current, and proves each one was met. Ask every vendor for a dated count in writing, and for a register built on your own data during the trial.

IntelloSync (IntelloComply)

IntelloComply is the compliance module of the IntelloSync platform. Instead of handing you a generic library to filter, it maps the register that applies to your entities, states and sector at onboarding, from the Acts, circulars, licences and contracts that govern you. It ships with 300+ cited statutory obligations, 340+ controls, 43 business-event triggers and 46 licence types, covers every Indian state and union territory plus the United States, South Korea, Taiwan, Singapore, Thailand and Indonesia, and reads 15 official regulator sources every night, proposing each change as an edit for a person to approve. AI extracts obligations, owners and due dates from contracts and regulatory PDFs. Because it shares one repository with IntelloContract and IntelloVendor, contractual and third-party obligations sit in the same register as statutory filings, with a calendar, escalations, evidence, attestations and board packs. It is priced by number of legal entities with unlimited users and AI included, with a 30-day free trial. IntelloSync is ISO/IEC 27001:2022 certified. A fit for companies whose obligations come as much from contracts, vendors and licences as from statute, and for groups operating across India and other countries.

TeamLease RegTrack

TeamLease RegTech (Pune; formerly Avantis RegTech), part of the NSE- and BSE-listed TeamLease Services group, describes RegTrack as an AI-powered compliance management system. It publishes the most detailed dated library: 1,536 Acts and 69,233 compliance obligations across central, state and local levels, refreshed from about 3,750 government websites, as of August 2026, across seven categories including labour, EHS and secretarial. Every compliance gets a named performer, reviewer and approver; evidence is encrypted and cannot be modified once uploaded; auditors get time-boxed read-only access; and there is a mobile app. AI features are tiered across Standard and Pro plans. It offers contract, litigation and audit modules; AI extraction of contract obligations is not published. Global entities can be mapped at onboarding, but legal updates currently cover Indian law only. Pricing is quote-only. TeamLease states SOC 2 Type II and ISO/IEC 27001:2022, hosted on Microsoft Azure. A fit for large multi-site employers with heavy labour and EHS obligations.

Komrisk (Lexplosion)

Lexplosion Solutions (Kolkata, operating since 2007) sells KomriskAI, an industry-agnostic regulatory compliance tool backed by an in-house legal team, with a 70K+ compliance repository spanning central, state and municipal laws. It publishes a smart compliance calendar, escalations to senior management on breach, a mobile app that works offline, and named AI features: KAI (a conversational assistant), Kompare (checks compliance proofs) and RegIQ (risk scoring). Its separate Komtrakt CLM uses AI to identify contractual terms and obligations, and Komtrol handles SEBI LODR Regulation 30(11) market-rumour verification. Pricing is quote-only. Lexplosion cites ISO 27001; SOC 2 and hosting region are not published. A fit for companies that want a legal-research-backed library with an adjacent CLM from the same vendor.

Complinity

Complinity (Gurugram) describes itself as a cloud-based governance, risk and compliance system covering 3,000+ central, state and industry-specific laws and 40,000+ compliances including municipal regulations, with daily legal updates. It tracks licences and registrations, tax and labour notices, and adds audit, risk, insurance, litigation and contract management modules; AI features are not named on its product pages. Its library currently covers Indian law only; international compliances can be loaded by the customer. It is the only vendor here that shows prices on its website: from ₹15,000 a month for two users and one entity, ₹25,000 and ₹35,000 for larger plans. The monthly fee is based on active users, plus a one-time implementation charge that depends on entities and locations. Complinity states ISO 27001 and SOC 2, hosted on AWS in India. A fit for Indian companies that want a published entry price.

Lawrbit

Lawrbit (Gurugram) sells GCMS-India, which it calls India's most intelligent regulatory compliance management system, and a global edition. Its India page lists Acts by area (400+ labour, 50+ EHS, 50+ corporate and secretarial, 300+ industry-specific) and a four-layer performer, approver, group-owner and CXO workflow, with tamper-proof evidence, audit trails and a calendar populated for the whole fiscal year. Vendors and service providers can report into the same workflow, and there is a litigation module; a CLM is not published, and AI features are not named. Its pages give different headline counts for different scopes (India laws, Acts and rules tracked for updates, global). Pricing is quote-only. It is hosted on AWS in Mumbai; the ISO and SOC certifications on its page are the data centre's, and Lawrbit's own certifications are not stated on its site as of 21 October 2026. A fit for groups that want India and multi-country coverage in one register.

LexComply

LexComply (RSJ Lexsys, New Delhi, incorporated 2015) positions itself as compliance software for global corporations, covering 13 areas of law including SEBI, banking and FEMA, labour, data privacy and EHS and says it is active in 30+ countries (23 on its home page). It publishes a maker-checker workflow with a five-level responsibility matrix and an auditor role, evidence upload by external parties, vendor and contractor compliance on the same platform, and AI summaries, notifications and reporting from proof documents. Its LexKontract CLM extracts clauses, key dates and party obligations with AI. Pricing is quote-only. LexComply states ISO 27001 and SOC 2 Type II. A fit for multinational groups that want contracts, vendors and compliance from one Indian vendor.

Clear Compass and BLISS (CimplyFive, now part of Clear)

CimplyFive (Bengaluru, founded 2014), acquired by Clear, sells BLISS, secretarial software for company secretaries covering company law, Secretarial Standards and SEBI LODR only, and Clear Compass, an all-law compliance product covering labour codes, RBI and FEMA returns, environmental consents and factory licences, DPDP and IT Act obligations, and SEBI. Clear Compass assigns a maker and checker to every obligation, logs every action, and uses document AI to check uploaded proof. Contract, vendor and litigation modules are not published. Clear Compass is quote-only. CimplyFive states SOC 2 Type 2 and ISO 27001 for BLISS, hosted on AWS in Mumbai; Clear Compass describes its infrastructure as SOC 2 Type 2 attested. A fit for company-secretarial teams, and for Clear customers who want compliance next to tax.

How the field splits

Read together, the vendors' own pages sort into three groups.

  • Library-first platforms (TeamLease RegTrack, Komrisk, Complinity, Lawrbit): large published libraries of Indian law, legal-update teams, and alert and escalation workflows; strongest for multi-site labour, EHS and licence compliance.
  • Secretarial-first (BLISS, with Clear Compass extending to other laws): board processes, company law and SEBI filings for listed and unlisted companies.
  • Platform-first (IntelloComply, LexComply): compliance on the same platform as contracts and vendors, so obligations from agreements and third parties sit in the same register as statute. Lexplosion (Komtrakt), TeamLease RegTech and Complinity also sell contract modules alongside compliance.

Information as of 21 October 2026, taken from each vendor's own website, help centre and public review listings; verify current capabilities and pricing with the vendor.

FAQ

Frequently asked questions

What is the best compliance management software in India?

It depends on what you track. Multi-site employers with heavy labour and EHS obligations often shortlist TeamLease RegTrack, Komrisk, Complinity or Lawrbit; company-secretarial teams look at BLISS or Clear Compass; companies that want contractual, vendor and statutory obligations in one register on the same platform as their contracts look at IntelloComply or LexComply (TeamLease RegTech, Complinity and Lexplosion also sell contract modules alongside compliance).

Which compliance software extracts obligations from contracts?

As of 21 October 2026, IntelloSync (IntelloComply with IntelloContract), Lexplosion's Komtrakt and LexComply's LexKontract publish AI extraction of contract obligations. Complinity and TeamLease RegTech offer contract modules without published AI extraction. Lawrbit and CimplyFive do not publish a contract module.

How much does compliance management software cost in India?

Complinity shows prices on its website, from ₹15,000 a month for two users and one entity, plus a one-time implementation charge. TeamLease, Lexplosion, Lawrbit, LexComply and Clear Compass are quote-only. IntelloComply is priced by number of legal entities, with unlimited users.

Does a bigger law library mean better coverage?

Not necessarily. Vendors count Acts, rules, compliances or obligations differently and at different dates. What matters is whether the tool identifies the obligations that apply to your entities and sites, keeps them current, and records proof. Ask for a register built on your own data during a trial.

Which tools track compliance outside India?

Lawrbit and LexComply publish multi-country coverage. IntelloComply covers India, the United States, South Korea, Taiwan, Singapore, Thailand and Indonesia. TeamLease says its product can track compliance globally but its legal updates cover India only, and Complinity's scope is Indian laws.

Should compliance be on the same platform as contracts and vendors?

If many obligations originate in contracts, licences and third parties, one repository avoids duplicate records and makes audit evidence easier to produce. IntelloSync, LexComply and Lexplosion offer compliance and contract management together; IntelloSync and LexComply also publish vendor compliance on the same platform.
